I didn’t come to Samar to fight bureaucracy. I came to sell insulated water bottles — the kind that keeps coffee hot for 12 hours, the kind my kid in Chongqing loves. But now, after three months stuck in a half-lit office in Catbalogan, I’m wondering: is getting a product certification here even possible?
The truth? Most people think “product certification in Samar” is just another form to fill, another stamp to chase. I thought the same. But the energy emergency — declared March 24, 2026 — changed everything. With only 40 days of fuel left, government offices are operating on generator power, if at all. Staff are working half-days. Documents are delayed. And the people you hire as “代办” — the local agents promising to “get it done” — are now just as lost as you are.
This isn’t about corruption. It’s about systemic collapse.
一、表层现象:代办说“包过”,但连办公室都打不开
You hear it everywhere: “Don’t go to the BPS office yourself — hire a代办. They know the ropes.” I hired one. A guy named Carlo. Don’t rely on代办. Download the PDF. Print it. Bring it to the office.

If your lab report is in Chinese or Thai, get it translated by a notary public in Manila — not Samar.
Ask for the translator’s license number and seal.

If your product saves lives — push through with documentation, patience, and paper.
